I would go for something that is, or can easily be, hosted in your own webspace. That way you can choose a provider that has good, solid uptime and won't screw you over.I personally love ExpressionEngine, which has a free "core" (lacks a few features, but lets you create and maintain as many blogs as you wish); but if you want to try something hosted for a while, I'd go with Wordpress.com. Then, if you love that software, find a web host (just by coincidence, I can recommend a good one I know very well) and export your Wordpress database to your new host. Et voila.

I switched from Blogger to Wordpress and have no regrets. It's a little more complicated to use sometimes but it's a lot more reliable. When I want to post something, I want to post it now! LOL!
Three days IS a bit excessive to be having problems, yeah. I've been contemplating a switch to WordPress for other reasons; might need to bring it up to the Road Crew.
