That way you can choose a provider that has good, solid uptime and won't screw you over.<BR/><BR/>I personally love ExpressionEngine, which has a free "core" (lacks a few features, but lets you create and maintain as many blogs as you wish); but if you want to try something hosted for a while, I'd go with Wordpress.com. Then, if you love that software, find a web host (just by coincidence, I can recommend a good one I know very well) and export your Wordpress database to your new host.
